Norsk Hydro: Statsbudsjettet for 2023 og effekter på Hydro
Den norske regjeringen la frem forslag til statsbudsjett for 2023 den 6. oktober. Forslaget inneholder flere elementer som påvirker Hydros virksomhet i Norge.
Forslagene i statsbudsjettet for 2023 som særlig påvirker Hydro er økt grunnrenteskatt på vannkraft og avklaringer rundt CO2-kompensasjonsordningen.
Regjeringen foreslo 28. september ekstra grunnrenteskatt og en ny særskatt på vannkraft og vindkraft. Forslaget gir blant annet en økning i grunnrenteskatten på vannkraft fra 37 til 45 prosent, noe som vil gjelde for Hydros egen kraftproduksjon. Økningen vil gjelde for hele 2022 og vil føre til en ekstra grunnrenteskatt for Hydro på rundt 250-300 millioner kroner for 2022. Hydros forståelse er at øvrige endringer i kraftverksbeskatningen har begrenset effekt for Hydro.
Statsbudsjettet fastsetter også ordningen for CO2-kompensasjon for 2023 og for Hydro omfatter det innkjøpt og egen kraft som brukes til produksjon av aluminium. Rammene for CO2-kompensasjonsordningen er satt av EU. Ordningen omfatter utvalgte industrier som er særlig kraftintensive og produserer varer for det globale markedet, og som konkurrerer med land der kraftprisen ikke påvirkes av CO2-kostnader. CO2-kompensasjonsordningen kompenserer delvis for CO2-kostnader som industrien ikke kan motvirke. Regjeringen har for budsjettåret 2023 innført et gulv på 200 NOK per tonn CO2. Med denne justeringen forventes en CO2-kompensasjon på rundt 2,2 - 2,3 milliarder kroner for året 2022. Kompensasjonen for 2022 utbetales etterskuddsvis, i 2023. Til sammenligning ventes en CO2-kompensasjon for 2021 på rundt 1,7 milliarder kroner utbetalt i 2022.

I dagens krevende kraftmarked er CO2-kompensasjonen særlig viktig for å redusere de indirekte CO2-kostnadene for den kraftintensive industrien. De høye kraftprisene har ført til betydelig nedstengning av industri i Europa, sier konsernsjef Hilde Merete Aasheim.
Hydro produserer årlig 9,4 TWh egen kraft i et normalår og driver fem heleide aluminiumverk i Norge med en samlet kapasitet på om lag 1,1 millioner tonn primæraluminium. I tillegg har Hydro et videreforedlingsanlegg for aluminium på Magnor og hovedkontor i Oslo. Virksomheten sysselsetter rundt 4,500 personer.
